Chapter - 1: Build up for Julius

One fine morning, a team of cops arrives at Boat Club in Chennai and enters a luxury residence owned by a PWD minister named Ramamoorthy with an arrest warrant. When they show the arrest warrant to him, he tries to attack them, and the cops hold him tight and handcuff him.

When they arrest him, he asks why they are arresting him. A cop says "Everything is exposed in 'Juliusleaks'. You inspected the flood control rooms but didn't take any measures to solve the waterlogging problems and excess rain has led to floods in many places in Chennai.". A shocked Ramamoorthy says "WHAT?!!! Juliusleaks?" and holds his chest and collapses down. A constable says to another constable "Nobody knows who is that mysterious whistleblower called 'Julius'. He intercepted the phone calls between Ramamoorthy and the flood control room staff and published them. Also, wearing a face mask and a sunglass, he disguised himself as a media reporter and interviewed those residents and they said, no one including the MLA visited them and didn't provide any food other than providing some packets of bread on the fifth day. They couldn't even contact any officers since there was no network in the area.". The other constable says "Not only politicians. All the government officers are terrified when they accidentally hear the word 'Juliusleaks'.".

An ambulance arrives and when Ramamoorthy is taken in a stretcher he whispers "Hey Julius!!! Who are you? Where are you? What are you!". At the government hospital, when he is about to get admitted, the doctor says to the cops, "Are you all out of your senses? The heart is in the left side and he's holding the right side. Can't you see he's acting? He's doing well and no need of admission. Take him to the police station.". Hearing this, Ramamoorthy holds the left side of the chest and says "Doctor, it's raining, doctor... sorry paining, doctor. Please admit me and do the needful.". The doctor laughs and says to the cops "Take him to a mental hospital guys." and leaves. Ramamoorthy keeps shouting and after a point of time, he takes a surgical knife kept nearby and attacks a cop. When he tries to attack again, the cop takes his gun and shoots him dead.

Following this, lot of MLAs, health inspectors, and sanitary inspectors in Chennai gets arrested.

In an old scrap shop in the Kasimedu slum, 26-year-old Shakthi works as a scrap collector and his wife Kaali is a fake palm-reading astrologer for small politicians in the area. Both of them have a good sense of humor and they make fun of all their customers when they have a good relationship with them.

One fine afternoon, Shakthi goes to the house of a temple priest called Murugan to collect old scrap. He's quite familiar to him since he was going there often. Generally, he waits outside every house, the residents in the house come outside and keep the things on the floor and he puts them into his vehicle. But here Murugan invites him inside his house. He says "It's very hot today. You'll be tired. So have lunch with us today and then leave with the scrap.". His wife serves them meals. On the plate the rice, sambar, curry, greens, curd, and on the top of everything papad is kept. A funny thing happens a few seconds later. Murugan sees Shakthi's plate and finds the papad missing. He asks his wife and the servant maid to search whether it has fallen somewhere. While everyone is searching Murugan randomly looks at Shakthi's plate once and finds some drops of oil and small pieces of the papad. Laughing, he asks Shakthi "😂😂😂 You ate it quickly😂😂?". Shakthi reacts with a shy smile. Murugan laughs and asks his wife to bring another papad. When his wife serves him another one Shakthi says "Don't start searching now itself, I'll have this papad finally and then you can search.😂😂😂" Murugan and his wife laugh and they also start having their meals.

While eating, Shakthi and Murugan have a general conversation. Murugan says that his son, Saravanan alias Shravan, is the owner of a real estate called Shravan Builders and that he's going to build a harbor in the slum area. Shakthi asks where he is living. Murugan says that he's living in a beach house in ECR. Shakthi asks "Then why are you living in this slum instead of living with him comfortably?". Murugan says "As usual only. After his marriage, he chased me and his mother out as per his wife's wish. I know he'll do this when he changed his name to Shravan after he grew up.". After having lunch, Shakthi leaves the house with the scrap. Then he collects scraps from a few more houses and delivers them to the shop in the evening.

At night, he goes to his house and explains the papad matter to Kaali and she laughs. She then explains a funny incident with a person who came all the way from Sivakasi with full makeup to get his palm read by her.
